
The government nears reopening after agreement in the Senate
The end of the longest government shutdown in U.S. history appears to be closer after eight Democratic senators broke with their party and supported a Republican plan to fund most federal agencies through January. The Senate vote, with a result of 60 to 40, allowed the bill to move forward to formal debate before the final vote. The measure still requires final approval from both chambers of Congress and President Trump’s signature to take effect.
The agreement includes a spending package that funds the government through January and contains three additional bills to finance programs relating to agriculture, military construction, and legislative agencies through much of 2026. It also establishes the reversal of federal worker layoffs carried out during the shutdown and ensures retroactive payment of their wages.

The measure generated division among Democrats, many of whom criticized the agreement for not including the extension of health subsidies expiring at the end of the year, a party priority. However, the promise of a December vote on extending tax credits for health insurance was accepted by Republicans, offering a temporary compromise that allowed the funding bill to advance.
The news of the progress had a positive impact on the markets and on the air travel sector, after thousands of flights were canceled over the weekend due to the shutdown. In addition, a federal court rejected an attempt by the government to withhold food stamp funds, ensuring the continuity of the program while the conflict over federal funding was resolved.
