- Orange List: Consists of 10 countries whose citizens would face entry restrictions, though not a complete ban. This group includes Belarus, Eritrea, Haiti, Laos, Myanmar, Pakistan, Russia, Sierra Leone, South Sudan, and Turkmenistan.
- Yellow List: Made up of 22 countries whose citizens could be subject to additional entry measures, such as more rigorous interviews and stricter visa requirements.
