Immigration is anticipated to be the primary driver of population growth in the United States over the next two decades, and currently, immigrants and their U.S.-born descendants are sustaining the increase in the workforce. However, U.S. employment-based visa policies, last revised in 1990, are significantly outdated relative to current economic and demographic needs, when most Americans lacked internet access and manufacturing led employability in most states.

This report from the Migration Policy Institute (MPI) presents a proposal for a new employment-based visa pathway, the bridge visa, aimed at optimizing immigration to meet the needs of the U.S. labor market. The proposed visa seeks to address the demand for workers in various industries and skill levels, be adaptable enough to include both temporary migrants and those wishing to reside permanently in the U.S., ensure protections for both U.S. and foreign workers, and adjust in size according to economic needs and other imperatives.
In the words of the authors, “The primary goal would be to establish a durable framework flexible enough to accommodate changing economic and demographic realities, as well as factors influencing migration to the United States, and crucially, without requiring the country to wait decades for Congress to garner broad majority support for future reforms.”
