United States and El Salvador Sign Agreement to Strengthen Customs Security and Facilitate Trade
The United States has signed a Customs Mutual Assistance Agreement (CMAA) with El Salvador, marking a significant step forward in collaboration between the two countries on border security and trade facilitation. The agreement, signed on October 8, 2024, in San Salvador, enhances bilateral relations in matters of security and trade, establishing a legal framework for the exchange of information and mutual assistance in the enforcement of customs laws.
A Key Step Toward Stronger Borders and More Efficient Trade
During the signing ceremony, Troy Miller, a senior official from U.S. Customs and Border Protection (CBP), emphasized the importance of the agreement, stating, “We value our partnership with El Salvador to achieve our mutual goal of having stronger borders and facilitating trade more efficiently.” Miller added that this collaboration will create a safer commercial environment, benefiting both businesses and consumers, while also strengthening the ability of both countries to combat transnational crime.

The agreement aims not only to improve border security but also to optimize customs processes, leading to faster and more transparent trade. According to Jerson Posada, El Salvador’s Minister of Finance, the agreement will facilitate the import, export, and transit of goods, offering significant advantages to commercial operators by promoting compliance with international foreign trade regulations.
Objectives of the Customs Mutual Assistance Agreement
CMAAs are bilateral agreements that enable countries to exchange information and provide assistance in combating various customs violations, such as tax evasion, smuggling, drug trafficking, arms proliferation, money laundering, and terrorism. Through this new agreement, both the United States and El Salvador will coordinate efforts to deter, detect, disrupt, and prosecute illegal activities related to trade and borders.
El Salvador, which maintains a close relationship with the United States on security matters, will benefit from this agreement by automating and streamlining its customs processes, promoting a more efficient flow of trade. Together, the agreement will strengthen both countries’ abilities to protect their borders and contribute to regional economic prosperity.
Benefits of the Agreement for Both Countries
The signing of this CMAA reflects the commitment of both nations to improving security and trade in the region. By facilitating the exchange of key information and providing assistance in the enforcement of customs laws, the agreement lays a solid foundation for future cooperation. This will be crucial in addressing global challenges such as drug trafficking and tax evasion, while also promoting a safer and more transparent trade environment.
In summary, the Customs Mutual Assistance Agreement between the United States and El Salvador strengthens commercial and security ties between the two nations, providing a framework to tackle transnational challenges and promote more efficient and secure trade. This agreement will not only have a positive impact on the economy but also contribute to ensuring security for future generations.
