    New fee for the temporary stay permit (parole)

    On October 15, 2025, USCIS announced that it will implement a new fee — of US $1,000 — for the temporary stay permit (commonly called “humanitarian parole”) granted under the authority of the law known as H.R. 1. This measure represents a significant change in immigration fee policy and carries important implications for immigration law professionals and applicants.

    What does the fee imply?

    • The new fee of US $1,000 applies to foreign individuals who are admitted under a temporary stay permit (“parole”) when that benefit is approved.
    • USCIS clarifies that the payment should not be submitted when filing the application, but rather when the agency issues the approval notice.
    • The fee will be subject to annual inflation adjustments in accordance with regulatory requirements.
    • There will be limited exceptions for extraordinary cases, such as serious medical emergencies, funerals of close relatives, care of minors in the adoption process, or cooperation with government investigations.

    Why is it relevant?

    This fee introduces several critical considerations:

    • Cost to the client: this new expense must be included in the client’s financial planning.
    • Timing of payment: the payment is made after the application is approved; it should not be sent beforehand.
    • Impact on eligibility and strategy: some applicants may reconsider their immigration strategy due to this additional cost.
    • Documentation and follow-up: keeping the approval notice and payment receipts is essential.
    • Monitor future changes: the fee may be adjusted for inflation, so staying informed is important.

    Finally, the implementation of this new US $1,000 fee for the temporary stay permit marks a significant change in U.S. immigration policy.
