
Dream Act Returns to Congress: What Does It Propose?
The U.S. Congress is reconsidering the “Dream and American Promise Act,” a bill that seeks to provide a pathway to citizenship for DACA, TPS, and DED recipients.
What Does the Proposal Include?
The bill is divided into two parts:
- “American Dream”: Grants conditional permanent residency for 10 years to those who arrived in the U.S. as minors and have DACA, TPS, or DED. Requirements include continuous residency, background checks, and education criteria.
- “American Promise”: Extends protections to those who arrived as adults and have been in the U.S. for at least three years under TPS or DED.
Both groups could apply for citizenship after five years of holding permanent residency.

Progress and Challenges in Congress
The bill has over 200 sponsors, including Republicans. However, previous attempts failed in the Senate, raising uncertainty about its future.
