Accuse Cuban Air Force pilot of alleged immigration fraud
USCIS participated in the investigation that led to the formal indictment of Luis Raúl González-Pardo Rodríguez, a 64-year-old Cuban citizen, accused of immigration fraud, misuse of documents, and false statements to a federal agency. If convicted, he could face up to 15 years in prison. According to the indictment, in April 2025 he submitted a Form I-485 with false information about his military background.

The document states that González-Pardo Rodríguez denied having received military training or having belonged to armed or police forces, despite having served between 1980 and 2009 in the Revolutionary Air and Air Defense Force of Cuba. Authorities included photographic evidence showing him as part of that military unit. Department of Justice officials noted that hiding this type of background affects the integrity of the immigration system.
The indictment is only a formal charge and, as in all federal cases, the defendant is presumed innocent until proven guilty. The investigation is being led by the FBI offices in Miami and Jacksonville, with support from USCIS, ICE, and the Diplomatic Security Service of the Department of State.
The case will be prosecuted by federal prosecutors from the Central and Southern Districts of Florida, who will move forward with the charges as the judicial process continues.
